49ers' Deebo Samuel expresses more frustration surrounding 'random' PED testing

Maybe San Francisco 49ers wide receiver Deebo Samuel is just really unlucky. Or perhaps he is very lucky by defying the odds. I suppose it depends on your perspective. The NFL says a jointly appointed independent administrator uses a computer program to randomly select players before each game to undergo PED testing.
