Hyde continues to rest his fractured foot while Davis had surgery on his fractured hand on Tuesday.
In place of Hyde and Davis, the 49ers will use RB Kendall Gaskins, who was activated from the practice squad to the 53-man roster this week, and newly signed running backs Pierre Thomas and Shaun Draughn.
QB Colin Kaepernick has been benched in favor of QB Blain Gabbert, who will start against Atlanta.
