Much of the decision comes down to a crowded wide receiver room, which the 49ers believe is the deepest the team has had in recent years. San Francisco added veterans Mike Evans and Christian Kirk while also bringing back Deebo Samuel.
Additionally, the 49ers used their top draft pick to select wide receiver De'Zhaun Stribling, who has flashed during training camp and impressed in Thursday night's preseason opener against the Titans.
"Rookie second-rounder De'Zhaun Stribling has emerged as a star at training camp and could see an increase in snaps as the year goes on," Moton wrote. "Demarcus Robinson has had a strong showing at training camp practices."
Cowing's rookie campaign in 2024 resulted in a modest four receptions for 80 yards on six targets, despite being active for 15 games. He also contributed 245 return yards as a punt returner. Cowing missed the 2025 season due to a hamstring injury.
"With new faces in the 49ers' receiver room, he's likely in competition with Jordan Watkins for a back-end roster spot," Moton wrote.
Watkins appears to have the edge over Cowing after his performance against the Titans. Cowing has missed training camp time due to a hip flexor injury.
"After an impressive outing in Thursday's preseason opener with six catches for 59 yards, Watkins should have an edge over Cowing if it comes down to them for the last wide receiver position."
With Stribling making a strong impression and Watkins producing in the preseason opener, Cowing could face an uphill battle to secure a spot on the 49ers' 53-man roster, especially if his latest training camp setback forces him to miss more time.
