McCloud has been dealing with a rib injury. The 49ers had already ruled him out for Sunday's game. The receiver will need to miss at least three additional games before he can return.
Wanting Conley to suit up for Sunday's game, the 49ers needed to sign him to the active roster, as NFL rules prohibit the receiver from being elevated from the practice squad a fourth time this season.
Defensive tackle Arik Armstead (foot, knee) and tight end Ross Dwelley had already been declared "out" for the game against the Seahawks. Dwelley is expected to miss multiple games with a high-ankle sprain.
The 49ers signed safety Logan Ryan to the roster earlier in the week.
"He's always been known as a really smart football player, and he's picked up our stuff really quick," general manager John Lynch said of Ryan on Friday. "We'll see if he's up this week or not, but I think a good addition and nice deal to be able to find a player of that caliber this late in the season."
San Francisco listed guard Spencer Burford (knee), cornerback Darrell Luter (hamstring), and running back Elijah Mitchell (knee) as "questionable" this weekend. On Friday, Shanahan stated that he expected the 49ers to elevate a running back from the practice squad with Mitchell ailing.
