Williams is dealing with the ankle injury suffered on Sunday against the Green Bay Packers. Mitchell has been bothered by a knee injury.
Shanahan added that Williams is again determined to play, and the coach believes that is a possibility.
"I haven't seen Trent yet today," Shanahan said. "I'll see him here in a little bit when we go out to the field, but Trent's the same as he was that game (Week 18 vs. Rams). In Trent's mind, there's no way he's not playing. That's why he was so crushed last game because he believed he would, and his body wouldn't let him.
"So hopefully, we'll have some better luck this game. But I know he believes he's playing, and so do I. So, we'll see how that pans out as the week goes. If he can, he will."
The 49ers coach added that running back Jeff Wilson Jr. (knee) and cornerback Ambry Thomas (knee) will be limited.
Update: Wilson did not end up practicing.
Quarterback Jimmy Garoppolo, dealing with a shoulder and thumb injury, will be a full participant and did not appear on Shanahan's injury sheet. Although, the coach added that the shoulder injury no longer seems to be an issue. At least, it didn't appear on his injury list.
"I hear about the thumb more than the shoulder, so that's off the injury report now," Shanahan said. "So I guess we're good."
Wide receiver Deebo Samuel also wasn't named, which means he will be a full participant.
