That level of a tender is reportedly worth nearly $3.3 million.
Earlier on Tuesday, San Francisco restructured the deal of running back Jerick McKinnon, eliminating the 2021 season off his contract and changing this year's salary to the veteran minimum.
The 49ers signed Breida as an undrafted free agent out of Georgia Southern in 2017. He carried the football 123 times for 623 yards with a rushing touchdown while adding 19 receptions for 120 yards with a receiving touchdown through 13 games and five starts in 2019. Breida had just nine carries for 19 yards in the playoffs and didn't touch the football in Super Bowl LIV against the Kansas City Chiefs.
Breida, 25, has 1,902 rushing yards on 381 attempts with six rushing touchdowns through his three NFL seasons. His best statistical season came in 2018 when he started a career-high 13 games while registering career highs in carries (153), rushing yards (814), yards-per-carry (5.3), touchdowns (three rushing, two receiving), receptions (27), and receiving yards (261).
The 49ers opted not to offer a tendered contract to linebacker Elijah Lee.
Lee spent part of this past season on San Francisco's practice squad but was promoted to the active roster on November 5, 2019, and registered seven combined tackles through eight games and one start. He appeared in all three of San Francisco's playoff games, including Super Bowl LIV, where he registered two tackles.
