Ruggs' 40-time of 4.27 seconds (initially unofficially timed at 4.28) was tops among this year's rookie receiver class and set the bar for the Combine. The next fastest speed came from Southern Mississippi wideout Quez Watkins, who clocked a 4.35-second 40-time.
Of course, none of this may mean a whole lot to the San Francisco 49ers, who could be in the market for a receiver but don't have a selection until pick No. 31. Ruggs is expected to be long gone by that slot.
