And he sounds like he believes it.
The statement could be considered blasphemous to any San Francisco 49ers fan, and Carr tried to explain his reasoning as Shaun O'Hara listened in disbelief.
"Bill Walsh is a genius," Carr explained. "Bill Walsh is a genius, and Joe Montana arrived precisely at the right time ... Joe Montana showed up from Notre Dame. Bill Walsh is a genius. The defenses they were facing were not even close to being ready for this. This was a walk in the park. This was 7-on-7 against junior high kids.
"[Opposing defenses] had no idea what they were seeing with the shifts, and the motions, and the ball out on time. Steve Young is a far better quarterback."
There probably isn't much needed to rebut Carr's comments on this subject because it is unlikely many will take them seriously, but O'Hara chimed in once the explanation was over, noting Montana's elite precision while throwing the football.
"I think Joe Montana, his precision is what made him so phenomenal," O'Hara said. "He was one of the most accurate quarterbacks in the history of the game."
Carr didn't disagree with O'Hara, yet Montana remains off his list of the best quarterbacks of the Super Bowl era.
