The game is being billed as the final Battle of the Bay because it is the last time the two teams will meet in the regular season before the Raiders depart Oakland for their new home in Las Vegas.
Both Matt Breida and Raheem Mostert, who were each listed as questionable on Wednesday's injury report, are active. Adam Schefter of ESPN reported on Thursday morning that both running backs would play against the Raiders.
Wide receiver Pierre Garçon and cornerback Richard Sherman, who were both also listed as questionable, are active.
Quarterback C.J. Beathard, who has been dealing with right wrist and thumb injuries, is also active but not healthy enough to start. The 49ers announced Nick Mullens as the starting quarterback for Thursday night.
Three of the inactive players were already known as safety Antone Exum (concussion), linebacker Reuben Foster (hamstring), and safety Jaquiski Tartt (shoulder) were each ruled out on Wednesday.
The 49ers and Raiders kick off at 5:20 p.m. PT from Levi's Stadium in Santa Clara.
