Moore transferred to Southern Miss after two seasons with Pearl River Community College. As a sophomore at Pearl River, he registered 72 tackles.
In his first season with Southern Miss, Moore hauled in two interceptions but made just 17 total tackles in limited play through 13 games. As a senior, he recorded 87 total tackles, three for a loss, three interceptions, 10 passes defensed, a forced fumble, and a fumble recovery. Moore had 14 total tackles and a pass break-up against Florida State in the Independence Bowl.
While he was not invited to the combine, Moore ran a 4.32-second 40-yard dash at his pro day, which caused his stock to rise.
NFL.com projected Moore to be a second- or third-round draft pick.
Lance Zierlein of NFL.com, who compares Moore to Michael Huff, wrote the following about Moore within his scouting report:
"Possesses rare speed, length and explosiveness at the safety position, but his tape says he's not just a workout wonder. Moore is a premium athlete with smooth hips and fluid feet with the ability to handle man cover matchups that others could struggle with. While there is still work to do, he's not a raw prospect and should be game-ready fairly quickly. Moore's tape shows his ability to handle coverage and run support duties and his elite athletic traits will likely push him way up the draft board into Day 2."
Tony Pauline of Draft Analyst wrote the following the following about Moore within his scouting report:
"Moore was graded as a priority free agent by scouts entering the season but turned in a solid senior campaign which was followed by a tremendous pro-day workout, and he now ranks as a last-day pick. He possesses the size and athleticism to play in a variety of systems and should be an asset on special teams."
