Cooper was a third-round selection out of Washington State by the Cleveland Browns in 2015. In two seasons with the Browns, he has recorded 39 tackles and 1.5 sacks. The 25-year-old defensive lineman had two years remaining on a four-year contract worth nearly $3 million when he was waived by Cleveland on Saturday.
Cooper was reportedly the only player who the 49ers claimed off of the waiver wire on Sunday.
