The 23-year-old receiver reportedly looked good while joining a group of players who worked out for the team earlier this week.
Carter (5-8, 190 lbs) originally signed with the Baltimore Ravens as an undrafted free agent in May of 2015. He was waived in late August of the same year and signed to the Oakland Raiders practice squad that September. The Raiders released Carter in December of 2015 and he was signed to the New England Patriots practice squad. He spent the 2016 training camp with New England but was waived in September.
During his senior season at Sacramento State, Carter had 99 receptions for 1,321 yards and 17 touchdowns.
