San Francisco 49ers quarterback Jimmy Garoppolo was put to work this offseason. He got on the phone with players the team hoped to recruit via free agency, according to a report by Matt Barrows of The Athletic.
It's not uncommon for players to recruit potential team additions during the offseason, whether that be in person, over the phone, or via social media. Players can speak with one another but teams are not allowed to speak with free agent targets while they remain under contract.
NFL teams were allowed to open communications with agents two days before the start of the new league year on March 13. San Francisco opened free agency by signing players like linebacker Kwon Alexander, running back Tevin Coleman, and others. The team also traded for former Kansas City Chiefs pass rusher Dee Ford.

The San Francisco 49ers are among the 25 teams kicking off their offseason workout program today. However, don't expect to see players facing off against each other on the practice field for the next couple of weeks. The program's early portion, dubbed "Phase One," spans two weeks and includes limited activities such as meetings, strength and conditioning, and physical rehabilitation only.
The second phase of the offseason program extends for three weeks and includes on-field workouts for individual or group instruction and drills. After that, teams can hold up to 10 days of organized team activities on the practice field.
