1) That's a still image. If you watch the video, you see that he makes forward progress, gets knocked back slightly, and then falls forward. This is a picture of him after he's been knocked back.
2) You determine that an event that happened with 11:42 left in the 1st quarter as meaning that OSU would have won if that didn't happen?

If that was not ruled a TD then OSU would have taken over at the 1 they would have been tackled in the endzone for a safety on first down and USC would have scored another TD after that making the final score 20-15
