As "fun" as the substation theory sounds it seems highly unlikely. I still don't understand why this team hasn't overhauled its medical staff and strength/conditioning coaches. There has to be some accountability at some level.

EMT levels reduce to normal within 500 feet or less. Studies have been done for years about facilities located near homes and no adverse effects have ever been proven.
If you closely read some of my previous posts you will discover that US EMF safety standards are questionable if not unworkable when as they do not take into account oxidative stress which both RF-EMF and ELf-EMF cause which effects skeletal muscles. Time to open our minds up to a much bigger lens of consideration.

Renovations & upgrades aside, it's been nearly 40 years since they moved the facilities to Santa Clara. Being ahead of the curve in the mid-80s for taking care of the team has meant that they're behind on the current 21st century wave of facility upgrades. This is the primary reason that they'll eventually have a new facility.
