It seems like:
SCHEME - McVay is innovating on offense quicker than KS. A la his heavy TE sets this year. His innovations seem bolder and more intentional. KS's offense scheme seems to be getting stale and defenses are catching up to it. KS innovation with Deebo was almost lucked into by necessity, remember it happened mid-season due to RB injuries, not a pre-season innovation plan. KS innovation seems to rely more on highly unique athletes -- Deebo, CMC, even Kittle.
ROSTER - The Rams have rebuild quickly after the loss, and this year they have TWO 1st round picks if they want to find a future QB, OT, or premiere DE.
OVERALL - It seems like 49ers have another year of reloading ahead at least -- improvements needed in so many areas, and aging plays in key roles - OT, IOL upgrades, DT still needed, WR (if BA doesn't return to form), TE (Kittle can't play elite forever), RB (CMC appears to already have lost a little burst). CB upgrade. So again, it seems like 9ers hold onto their older players longer while Rams are willing to (and been more successful) reloading quickly.

49ers are now 11-7 overall vs the Rams how are they a step behind? The Rams are always healthy, the 49ers have been the most injured team in the last two seasons. The problem the Rams have is that they have s**tty fans, could you imagine if there was a sea of blue at Levis?

The Rams are hoping & praying Stafford's back holds out. They were sweating bullets before this season started when he missed most of the offseason and there was some doubt he could go to start the season. But then he was cleared just before this season started. He's had a history of back issues and is turning 38 this Feb.
Or, any other injury he might suffer as he continues to age. The Rams minus Stafford would be up the creek without a paddle.
Yet even with Stafford this season, the Niners beat the Rams while playing without their QB1 Purdy and also no Kittle, Bosa, Aiyuk, and Pearsall.

Rams GM is a real GM that understands players and scouting. He's swung for top tier FAs. Stafford, Adams,Ramsey, Suh.
Our GM is good with the media and a Hall of famer but has not hit with our picks at the same rate. We've also caved in to certain demands ( Aiyuk, Debo, Jennings) that hasn't paid off. Missed on FAs signed (Ford, Mattos) but did sign Mac Jones.

We are well behind the Rams on talent level, coaching, injuries. They are better and probably have the deeper run. They are in the Super Bowl hunt. We are not.

What does the Rams loss in week 5 say about their competence? I'm sure you would have your usual 2 cents to share if Shanahan lost to a hospital team.
Their coach also led an offense that scored 3 (THREE) points in the 2018 Superbowl. McVay was the beneficiary of a super team in 2021 and biased officiating in both 2018 and 2021.
Defining everything by SB wins and losses is lazy oversimplification and eliminates the nuances of discussion.
