They have been resting him for weeks and weeks already. Time to go here soon. If he still has a torn arm and is moving it around even doing household stuff it will continue to be inflamed. It's never not going to be inflamed. He has a tear.

Any degree of inflammation within a joint that has to undergo a repair / reconstructive procedure (especially in a small joint like an elbow) increases the risk of infection, post-operative stiffness, and nerve issues. Waiting may push back a timeline, but is best long term.
