I say it's the pareto principle. In a sense you just throw numbers at the position until someone sticks.
They have been using WR's for the punt returner positions, I say why not get a high day two Cornerback/DB pick for a returner? Hit two birds with one stone. 1) bolster the defensive back depth and 2) bolster the special teams depth.
