Why Was CB Brian Allen Promoted Over Tim Harris?

Does anyone know why CB Brian Allen was promoted from the practice squad over Tim Harris? Is Harris still injured? I thought they considered Harris a promising prospect? That performance by Brian Allen yesterday was one of the worst by a 49ers CB I've ever seen. They better start drafting CB's for the future!
