Where did you read they are trying to restructure his contract? They need his ass to take a pay cut, not a restructure.
As far as I understand, he can just sit tight, wait for his physicals and if he doesn't pass, he is guaranteed 11 million. Key is if he is healthy or not due to the injury clause. Thats the nub of the negotiations - 49ers don't want that guarantee to trigger because they will lose 11 million cap space in 2021.
What I think they are trying to do is move that injury clause possibly later to maybe 2022 and give him money right away for allowing them to do that, and enabling them to save half or more (depending on the restructure/modification agreement) of the 2021 cap space the guarantee would have absorbed.
