Problem is playoffs don't count for these awards. If they did obviously Shanahan has more of a say.
Yeah it's a regular season award.
That said Kyle still was more deserving with a nine win improvement.

One coach takes his team from 4-12 to 13-3, a #1 seed and a SB. The other coach takes his team from first game playoff exit to first game playoff exit while his OC was responsible for reworking the entire offense.

Like the NBA Awards the votes were in before the playoffs began. It's strictly a regular season award.
Kyle still should have won this award though.

Because the Ravens were being dropped over as a "new" offense even though it's just a wildcat offense. But the whole NFL drooled over it so if course Harbaugh will get COTY.
No, dont give it to the guys who showed that a WCO is still as effective as it's ever been and had thr first team to have 3 RB's go over 600 yards in the SB era and still throw for nearly 4k yards and have the most complete team in football and be the #1 seed after being the 2nd worst team in the NFL last year.
