As Culliver left the scene, another motorist who witnessed the accident followed Culliver and cornered him on a nearby street, police said.
Citing police accounts, KTVU reported that Culliver got out of his car and threatened the witness with brass knuckles, then tried to flee again but ran into the witness' car.
This will be a mitigating factor, you don't have the legal right to just corner somebody like that. The best thing to do is to write down the license plate or take a photo of it and then back the hell off. The citizen's arrest regulations are usually very specific and if you miss something, such as letting the individual know that you are specifically detaining them for the crime of "such and such", it can turn on you and become false imprisonment PDQ.
