Wrong. The side judge clearly indicated by touching his rear that he ruled Crabtree's butt was on the ground. They only came up with the "forward progress stopped" to cover their mistake. And thank goodness they did, because that should have been called a fumble.
No. It should have been ruled forward progress. Just like us vs NY. Why try to rewrite the script? The replay clearly shows Crab being held up and stripped. The whistle should have been blown a full second earlier

This, permanent victim mentality, it comes from insecurity, their only successful championship winning sports franchise abandoned them for less green pastures, I can understand why they suffer from a massive inferiority complex, thereby acting all passive-aggressive as a result.

It doesn't matter if the referee slapped his ass or thrust his hips forward or jumped up and down and made monkey sounds. The referees antics don't determine any ruling. Not even their announcement to the fans determines the ruling. The ruling is determined by their announcement to the head official, which is almost never heard on TV.
He thought that his butt was ALSO down, therefore making it a moot point, so he told the player, "butt down anyway, so it doesn't matter".
Just because he was wrong about the butt being down, doesn't take away from the fact that you are not allowed to hold a player up and rip the ball away in the NFL.
