Steve was seen as a more duel threat QB while Luck is more a Rodgers type, who isn't really a runner but athletic enough to scramble for yards.

Yeah, he's been pretty terrible. Has a strong arm but not too much else. His career looks a lot like how Alex's started, high draft pick out of a system offense in college, probably started too early on a horrible team, some progress but a lot of peaks and valleys in their second years...
