That isn't even the issue, the CBA limits you to pay a certain amount total to your draft picks, paying him means that they can't pay a whole bunch of other players.
So you can pay Murray as a mercenary that might not even love baseball or a lot of other prospects that actually want to be there.

So funny,let's pay him $15 million so he can do whatever in the minors for a couple yrs maybe they bring him up but end of the day he will never sign long term to play there.

I think that's why he's asking for the cash, he wants a shot in the majors. Can't begrudge him, he's the Heisman winner and likely to be a starting QB in the NFL, why would you give that up for minor league baseball?

It should be pointed out that Scott Boras is his agent. And his uncle works for Boras.
Boras is just maximizing his client's value and his firm's power.
The best case is for Murray to get NFL $$ and some MLB $$. This gives Murray a fall back and more money. This gives Murray more negotiating power in the NFL when they argue whether he can go to spring training.
All the while, maybe Boras uses Murray as a way to get his firm into the football market. Or he can set precedent and start representing more two sport stars in HS.

I believe the A's didn't go under/over slot much in the 2018 draft, so Murray definitely influenced their bonus strategy.
But, I think they saw the gamble. They seem to do their calculations ahead of time. Most likely their minimum goal is to keep his trade rights.
