Because he flat out isn't ready. He drops way to many balls, he relies on speed instead of route running. Playing another year in college he could have worked on that. This year even if he makes the practice roster, he won't get any reps.
I still don't understand how what you're saying is an argument against drafting him. If you're an NFL GM thinking "gee, that guy would be a first rounder if he spent his senior year learning how to run routes and catch passes," then why wouldn't you want to take him in the 5th round and, I dunno, TEACH HIM HOW TO RUN ROUTES AND CATCH PASSES?
