The dude you're probably thinking of is Roy Williams out of Texas who ended up on the Cowgirls. I agree, the organization has to be taken into account.
Dont forget Charles Rogers who they picked one pick before Andre Johnson. The worst of them all.
Kevin Jones wouldnt have been a bust if it werent for injuries. I dont think you can fault a team when that happens. He had over 1100 yards his rookie year and averaged 800 yards and 6 TD's in 4 years with Detroit. I also think Jahvid Best will be very good if he can get healthy.
