Very doubtful. If the Niners do not select Joe Haden in the first round, look for them to draft a CB who can return punts in the second or third round. I don't see them drafting another WR with Crabtree, Morgan, Jones (they have a ton of money locked onto him, and probably want to see what he can do next season) and Hill on the roster.
The Niners rarely run a third WR onto the field, since they have Walker out there the majority of the time. So, using a top draft pick on a guy who will only return punts wouldn't make sense in their current scheme.
However, if they draft a CB, they can play him at nickel or dime back right away, or if he is good enough, shift Clements to FS or to the curb.
Look for players like Perrish Cox in the 2nd round, if he is on the board, or a Kyle Wilson of Boise State or Javier Arenas of Alabama in the 3rd.
