It would appear that the NFL is moving forward with the scheduled training camp reporting dates, which are as follows for all teams except the Houston Texans and Kansas City Chiefs.
- Rookies — Tuesday, July 21
- Quarterbacks and injured players — Thursday, July 23
- All other players — Tuesday, July 28
There doesn't appear to be an agreement yet between the NFL Players Association (NFLPA) and the NFL on how issues arising from any potential positive tests for COVID-19 will be handled. There isn't even an agreement about the preseason yet, with the NFL wanting to hold two weeks' worth of games and the players union wanting the exhibition schedule canceled altogether.
The NFL sent out the following email to teams.
NFL clubs just received this email with reporting dates.

As for the San Francisco 49ers, they have not been cleared to utilize their facilities next week. Both Santa Clara County and the Governor's office are reviewing the team's protocol plans to use during training camp.
"I checked with both the Governor's office and with Santa Clara County, which has seen a dramatic uptick in COVID-19 cases in recent weeks," wrote Matt Barrows of The Athletic recently reported. "The state says professional sports are able to resume subject to a review by their home counties. The county is currently reviewing the protocols the 49ers plan to use when training camp convenes even though ... not all protocols are agreed upon or in place."
H/t to Patrick Tulini for the find.
