Cause Baalke clearly doesn't think so. Why bring in Haynes who right now, is best fitted as a returner. Why bring in Ginn, who'd get no snaps at WR? He clearly is looking for a new returner or at least competition. Why just hand Ellington the job and not explore better alternatives?
