Pretty much all decent pitching prospects are SP hopefuls. Converting to the pen is for when it looks like you just cant hack it as a starter. Hembree is an exception, but I think the Giants expect most of their top pitching prospects to be starters.
Not always. We have a handful of college guys that are considered decent pitching prospects (Dunning, Osich, Bandilla, Cody Hall, Derek Law, Daniel Slania, Chris Marlowe, etc.) that are purely bullpen prospects. Projectabilty as a starter comes into play when you're under age for your league and you're still dominating hitters with either amazing stuff (Crick) or 3-4 quality pitches you can command and control (Mejia, Escobar and Blackburn). That sets you apart from the Eric Surkamps, Chris Hestons, Ty Blachs and even Mike Kickhams of the world.
