This is probably true but I think willis is only borderline to get in and bowman is not getting in as of right now. I think willis was the best ILB for at least 2 years maybe 3 and bowman was for at least 1 year.
I dont think either is first ballot though and I wouldnt be shocked if neither got in or willis didnt get in for a long time if bowmans career ended today.
I am guessing the flash of current OLBs will outshine a lot of ILBs in the current age.
Then you have guys like mathews playing both olb and mlb having to be accounted for every play by the QB.
Willis and bowman were a wall at their best basically propelling the defense to stardom with a lackluster secondary and minimal pass rushers. Sadly I still dont think they get in though.
