The owners and front office are the ones who get together and decide if they want to keep or fire the head coach.
It's funny how we can't keep a head coach but the front office has been solid for a few years now.
Some how Trent Baalke has been able to survive with bad drafts and bad coaching hires (minus the Jim Harbaugh hire).

if Chip has a successful season , then next year we will hit the ground running with the same system , which is a luxury we have rarely had over the last 15 seasons ...I'd hate for the season to be a flop, and have to install a new system AGAIN next year

The Rooney's wouldn't allow their GM to change coaches every few years. So, you guys are right; It starts at the top.
