Probably brought in because he has ties with the 49ers ST team coach in 2014 when they were both with the Jets.
Thomas Mcgaughey (49er's new ST coach) coached Bellore when both were on the Jets last season.

The guy is PFF's All NFL 1st team (look at the bottom of that page). ST ace I guess.

Bellore is a key special teams player for the Jets. Unless he is looking for a crazy contract, no reason he should not be brought back.

The special teams stud will be a free agent this offseason and you can expect the Jets to bring him back. Nellore may not have exceptional size or speed, but he is a sure-handed tackler and has been a consistent player on special teams. Also, it doesn't hurt that he's only 25 years old–with the right coaching he could turn into a decent inside linebacker, another need for this team going forward. Sign him.

I gotta say it...
I love it.
I love this signing. Peeps are gonna crack up and call me a homer, but you will be missing the reason why I love it.
To be clear, before about 5 minutes ago, I'd never heard of the guy. Why would a guy I've never heard of make me happy?
It makes me happy because this is what the Niners do. Under the radar guy signed specifically for ST. To me, this is just the Niners doing business as usual. They put a focus on ST. Every year they do so, their ST is one of the best in the league.
Costanzo. Dahl. Osgood. Spillman...this is what they've been doing for several years and this just reminds me that while Harbaugh has left the building, Baalke has not.
I love it.

sounds like skuta part two to me and that is more than ok with me. people also forget we need to retool our special teams
