Funny, I read the article, and it sounded more like a C+ than what was given. And the rational used to retain Tomsula seemed sound.
Not saying I agree, but the justification is qualified.

I don't have an issue with the Tomsula hiring, the players seem to love him and you can get more out of players when they love their coach. Tomsula is a football guy, loves the game, so I know he will put in the time it takes to be great. He also seems like a guy who will hold players responsible on and off the field. We could have done better but I don't think JT was a bad move at all. Keep the players with a familiar face, and JT earned this. He has been here 7 years... as long as Willis or anyone else.

Well you have to start by establishing a baseline to compare, so what would be an:
A or A+:
1) a young dynamic, energetic college coach that's won everywhere he's gone, has won National Championships, has worked with dual threat QBs like Kap, can run the ball, play good Defense. Let's Urban Meyer.
B to A-: A young dynamic coach that has had great offensive success and has succesfully coached dual threat QBs and is imaginative in his passing schemes but hasn't quite won the national championship OR current on staff coordinator that has had some of the best defenses in history with several different teams that provides continuity to the 49ers team
1) Art Briles
2) Mark Dantonio
1a) Fangio
B-: A young, dynamic college coach that's been nationally ranked and maybe can provide contnuity to what the 49ers have already been running:
1) James Shaw, he's no longer an A Candidate because he struggled once Harbaugh's players started to graduate
C to B-: Dynamic young coordinators in the pros that seems innovative, without prior HC experience OR a retread coach with a winning track record even though time may have passed him on
1) Adam Gase
2) Todd Bowles
3) Dan Quinn
1a) Mike Shanahan
2a) Gary Kubiak
D and Below: Everyone else: retreads that have been fired but had talent on at least one side of the ball as coordinators, or college coaches with questions about their schemes being able to fit in the pros, unproven candidates that have never run the team as a head coach, etc.
We can debate all day where your favorite coach fits, but a tleast we have some kind of baseline
