Also who gets cut to fit these guys on the 53? I'm hoping TJE and Devey gets cut to clear room for Kilgore and Simpson. I think Smelter goes on IR the rest of the year.

SANTA CLARA -- The 49ers have three players who are eligible to return to practice as early as Tuesday.
Receiver Jerome Simpson is eligible to be activated after serving a six-game suspension for a violation of the NFL's policy on substances of abuse from an incident that pre-dated his offseason signing with the 49ers.
Center Daniel Kilgore and rookie wide receiver DeAndre Smelter are also eligible to return to practice after spending the first six weeks on physically unable to perform and non-football injury, respectively.
With Simpson's suspension expected to be lifted, the 49ers must make a decision to promote him to the 53-man roster or release him for the team's game Thursday against the Seattle Seahawks at Levi's Stadium.
All indications are the 49ers plan on Simpson joining the roster.
"He's been in all the meetings," 49ers coach Jim Tomsula said on Friday. "Again, I will say, has just absolutely attacked everything we've asked him to do. He's allowed to go to meetings. He's allowed to work out. He comes in early and works out. Everything he's allowed to do, he's done and he's done it full bore."
There is no urgent timetable for Kilgore or Smelter, as NFL teams have until the day after Week 11 to clear a player off PUP or NFI to begin practicing.
Kilgore wore an orthopedic boot on his left leg throughout training camp after undergoing follow up surgery on the fractured lower leg he sustained on Oct. 19 against the Denver Broncos. He has been seen working on a side field without any brace on his leg for several weeks.
"I do know he's running around and you see him out there, he's moving, he's running, he's pushing weight," Tomsula said. "So he's doing all those things. My weekly updates he's progressing really well."
Smelter, a fourth-round draft pick, sustained a torn ACL in Georgia Tech's 30-24 victory on Nov. 29 against Georgia. The 49ers appear to be in no rush to get him on the field for the first time. Tomsula said he is receiving positive reports from the strength and conditioning staff on the progress of Smelter's rehab.
"(We're) real excited about what he's doing," Tomsula said. "I know he's on a week this week to amp up. They take him up and bring him down and the velocity and all of the things they do. Again, great reports on that."
