Its a BIG deal for a player to have his number retired. It basically says "You were one of a kind, and cannot be replaced, so were going to hang this number up."
I really do think it would be disrespectful to allow someone else to wear number 80, after everything Jerry Rice gave to this team. Same goes for 16, 42, 8, etc.
There is plenty of room for players to wear different numbers.
