For some reason they are keeping the details under lock and key. I couldn't find anything on what specifics they are asking for.

Refs hoping the replacements are so horrible that the NFL has to give in. NFL hoping the refs see that they will not budge an inch and so the refs will have to settle for what the NFL will give them. Crappy situation and the ones who lose in the end are the fans and the teams that are cost games because of the bad refs.

So who was the one who was complaining about the hat thing? Is it the NFL not wanting to see other sports gear on their players? Or was it the hat maker or was it the SF Giants?

I dont think it was the maker of the hats that was the issue, it was the visible logo of a non sponser ie the SF Giants, very very stupid rule. I think Wes Welker got a warning also.
