As Head Coach, Singletary can only do so much. McCloughan also has to hold up his end of things. Here is a reasonable "To Do" list for each during this off-season.

Singletary:

Upgrade OL position coach (fire Foerster.
Instruct new OL position coach to give Singletary a recommendation on each 0-lineman, including where they can be most effective (as Tomsula did with the D-line).
Instruct new OL position coach to teach the "Philly Technique" of pass protection, so that the Niner QB's passes are not knocked down at the line.
Instruct the new OL position coach to collaborate with Raye on the most appropriate blocking scheme, consistent with the existing talent (incl FA and draft talent).
Instruct Raye/Johnson to develop Smith's fundamentals under center (not in the shotgun).
Instruct Johnson to develop QB Davis so that he is "ready" to contribute at some level in 2010, possibly be ready to compete to start in 2011.
Instruct Sullivan to develop Crabtree and the other young WR, so that the Niner QB can have more trust that they will be where they need to be on each play.
Get Tom Rathman more involved in preparing game plans, especially running plays.
Sign a new ST coach (Bobby April?), who can recognize ST talent and orchestrate better return blocking schemes to improve field position.
Find out if certain mystery players like Kentwan Balmer, Cody Wallace and Reggie Smith can really play, or not.
Keep Manusky and the defensive coaching staff intact.

McCloughan:

Find the positional player talent upgrades that Singletary says that he needs.
Upgrade team speed.
Upgrade OT talent.
Upgrade OG talent.
Acquire better QB insurance behind Smith.
Investigate (quietly) potential QB trade situations (McNabb?)
Upgrade SS talent (especially speed at this position)
Acquire more TE reserve talent, for the 2-TE formation that Raye likes.
Acquire a young, tough ILB to replace Ulbrich on the roster.
Upgrade FB talent.
Acquire an outside threat, as depth, for the RB position.
Extend Willis and V. Davis.
Don't trade any future (2011 and beyind) draft picks.

That should be enough to keep them both busy.

I doubt that McCloughan can get 1/3 of that list done this offseason. I have much higher hopes for Singletary though.
