If we open up the offense and fix the OL, I don't see how he won't be able to average well over 200 yards a game. He looked unstoppable against Houston. He threw for 286 yards against the Titans. He was on pace for well over 200 yards against the Colts, until the coaches started running the clock out to start the 2nd half. This is with arguably the worst OL in the NFL.
The guy can throw. If the playcalling allows it, he can very easily throw for 250+. The problem is, he makes too many bad decisions, so if he does end up throwing for 300 yards, chances are he'll have 2 or 3 INTs along with it. A good OL will help that. He also just needs to get better and protect the ball more. I think it comes with time. Some QBs just make mistakes. Brett Favre throws INTs. Peyton Manning throws INTs. Their coaches don't just go in a shell and start running though. They let them air it out regardless. This is what needs to happen with Smith.
He has 7 games to prove what he has.
