You plow until it's ready for it.

Then you lay it down. Gently but firmly. Until it's fully covered.

I looks like they're still working to get the field to the proper "grade" or level. I see a surveyors transit in the middle of the field which is used to "shoot grades". The field has a crown to it, so it probably takes some time to get it perfect.

One good determining factor for when a "piece of s**t" is done, is you have to wait a few seconds and the smell will be very pungent. Since the stadium is so large, I would imagine that you should be able to smell it from miles away.

I can't smell it yet, so that might mean that it is not yet finished, or maybe it is upwind.
