A 2nd rd pick carries a 50% chance of being a starter. 16 million for that is absurb at best. Plus you still have to pay the 2nd round pick so you are looking at another 4 million easily. So now we are talking about 20 million for a 2nd round pick?
Word is they can't find a trade partner (duh). For some reason they actually believed they could just trade away an awful qb with an awful contract. So now if they have to cut him how much of a cap hit would they incur? We could be talking about 25+ million all for a 2nd round pick, thats more than 15% of their total cap.

This thinking would apply to most teams, but the Browns don't need that cap space anytime soon. They can easily carry Osweiler's cap number and still sign anyone they need to in the short-term. Even after taking on his terrible contract, they're still left with the second most cap space of any team. Wasting that money on Osweiler won't affect their ability to retain their own players in the coming years (it's not like they have multiple superstars on the roster with new deals looming on the horizon anyway), and their moneyball philosophy means they aren't going to be in the market for "splash" free agent signings.
By the time all these latest picks start to mature and come up for new deals of their own, Osweiler will be off the books and carrying a clipboard for some other team. There's really no cap consequence for them in this trade, so they got a second round pick for absolutely nothing. Not to mention, Osweiler has at least some value as a player. He's in competition to start, and maybe he can even play a few games while they search for something better.
It was a smart move for their situation, and it would've been a good move for ours, too. Props to the OP for conceiving of the whole thing, great call!
