1) The second player reacting always gets the call
The call on Boone was Horse sh*t! and the league knows it! HE WAS KICKED IN THE FACE!!!!!! If that were Tom Brady being kicked a new rule would be in effect!
The ref has to see it and for them to say they don't see it is a LIE! Aldon Smith got a call in the Seattle game the same way...
2) Helmet to helmet hits..
I understand protecting the players but a lot of these hits, the Safety is aiming for the WR's chest/shoulder and are fluke hits. They aim with their shoulders and hit helmets at the last second because the receiver drops their head! Those are judgement calls & the helmets just happen to hit unintentionally
3) let's see what else???
Any ideas suggestions for the competition committee?
#1 isn't a rule. It's just what happens. Refs are looking at a lot of things going on at the same time. Out of the corner of their eye they see shts going down (the first offense), they look over and see someone punch someone else (retaliation). They can't flag something the didn't see.

The league usually cleans it up afterwards with fines.

Pass interference should have a yardage limit. Make it 15 yards and a first down.

That's the college rule right? I like it.
Boone got fined $7,875 for his personal foul, no word on for the DT that kicked him in the face, NFL is a joke with these fines. Fines for clothing that isnt "right by the NFL standards" is BS.

This is the biggest one that should happen. Should've been changed forever ago.
Players and coaches shouldn't be fined for calling out the refs on terrible calls after the game. Not sure if it still happens though.

Absolutely needs to happen. It seems like every other game against us the other QB just throws a bomb up for grabs and we get hit with some BS PI call. Feels like that's all teams even need to do now since there's maybe 1/3 chance the receiver catches it, 1/3 chance it's dropped/misses/intercepted, and 1/3 chance for a PI. The PI rules and retaliation penalties drive me nuts since we get absolutely screwed by them every single game.

the reason it hasn't changed is that.....

If you have a 50 yard throw into the end zone and the DB is not in a good position to defend ..it would be easier to PI tackle the guy and only give up 15 yards then a TD or first down on the 1
The penalty of hitting a "defenseless receiver" has got to go - as long as you hit him leading with the shoulder and below the head/neck area. If you hit him this way, it shouldn't matter if the receiver is defenseless (assuming he's making an attempt to catch a pass). As it is now, it's almost impossible to hit a receiver at the same time the ball arrives without getting a penalty (Whitner has a few such examples this year of good, clean hits).

I've always thought "roughing the passer" is a dumb rule.

^ no chance of that happening with the way the league is changing towards "player safety".

I know, which isn't a bad thing for the game long-term and parents wanting their kids to play the sport. I just wish it could be a judgement call every time...such as, if the ref sees the receiver can touch the ball (and thus, maybe make the catch), the DB can hit him hard with his shoulder (not helmet) and below the head/neck area without drawing a penalty. This could be a tough judgement call in many cases but train the refs better to get the calls right or whatever. Any blow to the head/neck or leading with the helmet is a penalty - make it clear cut like that and train these refs better, make them full-time employees, whatever it takes to get the calls right (the NFL is such a big business that it's time they invest in their refs w/ training, making them full-time, etc., IMO).

Agreed. They need to do what they did with face mask penalties, 2 levels of severity. Flagrant PI - spot of the foul and a 1st down. Normal PI - 10 yards no automatic first (IMHO it should be the same as the offensive PI). Obviously, flagrant PI would be called very sparingly.
Agree with the defenseless receiver. Hate it when a poor play (pass too high) is rewarded with a penalty as in Whitney's case.

Another pet peeve. Only a player on the field should be able to call timeout. Coaches standing right in the refs ear waiting for the clock to run down and call a timeout is silly. They are not in the game. When I played in high school a player on the field had to do it, why can't the pros. End of rant
