The main problem with them is ownership. They facilities are way below league standards, still not sure if they even have a scouting department to look for players. The owner is a control freak and runs everything and is pretty cheap on top of that. They should have made changes.

Without knowing who will be in the draft and FA they have no choice to say that so they can get 'Value" for him...

Cincy may like to trade him but the new CBA will likely prevent it this year in all likelihood. The league has said there can be no player trades until the new agreement is signed, and that looks like it may be a long time off. Both sides have dug in over the 18 game schedule. Neither side is going to budge. Even the most optimistic reports say it will be at least May before a new agreement is reached (it could go much longer). If that is the way it goes down, teams will have already committed their draft picks and their roster for the season. There is almost no chance of any significant player movement.

Given that rule, it takes Palmer out of play.

Not really. It means they actually are better set up at the QB position than we are, the have a veteran that can play while the rookie is groomed.
