Leinart is a bigger bust, IMO, because there is no reason for him to have flamed out. He was on a playoff team, had the best WR in football, and got to a watch a humble, borderline HOF-er for three years. There was no reason for him not to succeed but for being a smug, lazy brat with a sense of entitlement. At least for Russell--who, to be fair, was also lazy and entitled and fat to boot--you could say that he was on a s**t team with a s**t owner and played for s**t coaches, and that he's as dumb as a sack of rocks. You can't really say any of that for Leinart.
Leinart doesn't have the talent that Russell does. The reason why Leinart slipped so bad was because his flaws became apparrent. Really had nothing to do with his attitude. He doesn't have the tools to be an elite QB. Never did.
He has a below average arm, and isn't accurate. He might be smug, and lazy as well, but he's just not a very talented quarterback to begin with. Very similiar to Brady Quinn. Got a lot of hype early in his college career, but the longer he stayed the more he was exposed.
You can't say that about Russell. The guy has everything you want in a quarterback with the exception of work ethic. QB's are taken #1 in the draft to turn the franchise around. That's why Russell got paid 60 million and Leinart got paid 12 million. Jim Drunkenmiller went to the best passing offense in the history of the NFL, and went out in flames. Nobody is putting him above Ryan Leaf.
Higher pick, higher expectations. End of story.
Based on this link, Leinart got more than $12 million. His guarantee was already $14 million. The maximum size of the original six-year deal was to be more than $50 million, but most likely he had gotten around $25 million ($6.75 million annual average plus sign-on bonus):

I looked up his contract really quickly and obviously screwed it up. Thanks for pointing it out.
I think you're wrong about that 25 million dollar number though. His contract was back loaded and his base salary for 2009 was only 1.1 mil. In 2010 he was scheduled to make 2.5 mil. I can't tell you how much he made but I'm thinking it's much closer to 14 than it is 25 million. Russell still made twice as much with 32 million being guaranteed.

objectively, Russel is the bigger bust. He was a #1 overall and amounted to nothing. But, even though Leinart is "less talented" than Russell, lots of "less talented" guys make it in the NFL, and Leinart's situation was such that whatever his shortcomings, he should have been able to make it work.

Russel was compared to a Daunte Culpepper and Leinart was compared to Broadway Joe Namath. I knew his character was bad after Ashton Kutcher PUNKED him with a hooker and was willing to put everything on his buddy even though they didn't do anything wrong. It was so bad that they had to stop the prank.

Russel is lazy and will probably never touch the field again
