If anything it was the opposite.
"When the 49ers offered Garcia a pay cut from $9.9 million, to $5 million, he said no and was waived. A week later, on March 9, he signed a four-year, $25 million contract with the Browns, where he's determined to start over and bring Cleveland a championship." linkage
He turned down the 49ers and then signed for a measly $1M more per year with the Browns.
There's one link, I can't be bothered to find more.

to cleveland where he went on to have a couple "0.0" QB ratings......easist money I made that season....
his problem was similar to Alex a few years back, he couldn't sustain drives.....EASY MONEY..
Teams adjusted to him late in his career with the 49ers.....they kept him in the pocket and had the DT zone Spy him and move up little by little.....before you knew it Jeff was bumping into his own linemen who where sustaining their blocks.....Jeff always preferred for the DEnds to pass rush right past him so he could roll to the outside and throw on the run....
he named it Reckless Abandonment or something like that....
like I said defenses adjusted to him.....he did not adjust back late in his career with us....he did later by setting his feet and trusting the system and throwing from the pocket with the Eagles and the Bucs......but once again, would start getting happy feet for no reason and would struggle....that is why other teams gave up on him, including his age...even though he played with more heart than most 20'something year olds...
anyway, that is why the 9ers were ok with letting him go....because Tim Rattay showed he could sit in the pocket provided for him and throw from there.
too bad for Tim, 9ers let their MAIN passing threat go...T.O.....and defenses just keyed in on Kevan Barlow...and before you knew it Barlow lost his confidence as well....dancing too much with all those stack boxes.
