Deal in place for the 4th pick?

I'm on my phone and unable to post a link, but Geoffry Arnold of the Oregonian is stating a "report" saying they will acquire that pick. 2 things.....1. How would he know? 2. Geoffry Arnold isnt a troll writer, so I tend to believe it. I'm assuming it's contingent on one of the QBs being there because it said for Wentz

I'd trade up for Buckner before Wentz, but would prefer to stay at 7.

It depends. In 2010, he traded up a few spots to grab Anthony Davis. Then in 2013, he traded up from 31 to 18 to grab Eric Reid.

He'll trade up if A) that player is an instant plug-and-play starter and B) it fills a big need

Obviously the compensation required to trade up significantly higher when dealing in the Top 10, and when dealing to select a QB. If Baalke actually made a trade like this, it'd be the most aggressive trade up he's made.

If the 49ers traded up that high for Wentz it would make no sense unless they are certain someone would jump in front of them.

People might forget that 2010 was the first draft Baalke oversaw. The fact that he was willing to make a splash and moved up, if even a couple of spots, should indicate that (along with moving up in 2013) he has the track record to prove he has no problem trading up.

...or if they want him bad enough to make sure they don't miss out. Don't know if I'd do that for Wentz. I'm not convinced that he's displayed sufficient evidence that he plays/reads fast enough to get the ball out on time and to the right guy in Kelly's offense.

But if they want him bad enough and know teams are on the prowl, then I would think they would secure the #2 overall pick.
