It would be fine if both QB's are gone by the time we pick. They bust way more often than make it big. People always get excited but there are no guarantees. Especially with QB's.

If Goff is gone, I think we trade back to 12-16 and pick up additional pick(s) in 2016 or 2017.

We're not even the favorites for the first pick (the Browns are). I'd guess we have a 20% chance at the first pick while the Browns have a ~25% chance. There aren't a lot of really bad teams after the two of us, but it's the NFL so anything could happen. Odds are we don't finish with a top 2 pick which would mean no Garrett or Watson.
If both QB's are gone, I would offer the #7 pick for the Browns' 2017 1st round pick straight up to essentially double our shot at getting Watson or Garrett next year (plus we'd have a shot at getting both or another very good player), but I doubt they'd accept. A pick that could easily turn into a top 2 pick next year is worth more than whoever will be on the board at 7.
Regardless of who we pick, I'll be following all the Browns and 49ers games next year in anticipation of the draft.
