What really pissed me off is how he tried to dissolve the emotions through bringing up the tragedy victims of the Alabama disaster, and brought out the armed forces reps to sing (conveniently) to the point in which the crowd was really fired up/angry (although they do this every year, Goodell timed it perfectly).

Not phony in the least. He does want it back but everybody is looking to protect their interests in it all, everyone wants to come out on top in this.

Even if there was no lockout the NFL still would have remembered the victims before the draft started so no he wasn't trying to dissolve the fans emotions.
