Fitz has been the hot fantasy QB as of late (maybe because their running game is horrible) and Flacco is going against a divisional opponent, those usually become defensive games. I'd go with Fitz.

Yeah I'm leaning towards Fitz..Steve Smith is out for me so I can't afford any mistakes

I started Fitz over Ryan, I'm sure I'll regret that.
I still think Fitz puts up some very nice numbers though.
